Meeting Minutes - History Overview
The CBRM PROPERTY TAXPAYERS ASSOCIATION
Fearing higher taxes and concerned about rising municipal government spending, a grassroots property taxpayers group in the Cape Breton Regional Municipality is fighting any precipitous end to the CAPPED Assessment Program.
Listed are the meetings within the group and general meetings against the removal of the CAP.
- 1st Meeting December 4, 2009 with our MLA Alfie MacLeod. Letter sent to Service Nova Scotia and Municipal Relations Office of the Minister Ramona Jennex by our MLA Alfie MacLeod on December 9, 2009 to voice our concerns about the Removal of the CAP.
- February 9, 2010 Meeting with Stephen McNeil (leader of the Official Opposition) to voice our concerns about the Removal of the CAP.
- General Meeting on November 28, 2010 200 in attendance to communicate concerns about the Removal of the CAP.
- December 1st 2010 Open meeting with Mayor Morgan (CBRM) and district Councilor Brian Lahey to communicate concerns about the Removal of the CAP. Over 150 in attendance.
- December 13, 2010 Attended a meeting in Ports Hawkesbury on CAP Review Presentation. This was hosted by Mayor Billy Joe MacLean (President of UNSM) and (Lyle Goldberg (Policy Advisor UNSM).
- December 17, 2010 A roundtable session with Mayor (CBRM) and Councilor Brian Lahey on our concerns about the Removal of the CAP.
- January 17, 2011 A meeting with the proposed Board and Executive to form an Association called The Cape Breton Regional Municipality Property Taxpayers Association. Names to be inserted and voted at next general meeting.
- January 18, 2011 Presentation in chamber to the Mayor and Councilors of CBRM on our concerns about the Removal of the CAP. 60 in Attendance.
- January 27, 2011 Meeting with Ms. Walsh (director of Finance for CBRM) and her staff to voice our concerns about the Removal of the CAP.
- January 30, 2011 General Meeting at Saint Margarets Community Hall in Grand Mira South. Special Guests - Ms. Kim Desveaux (District Six Councilor CBRM) Mr. Kevin Lacey (Canadian Taxpayers Association Atlantic Director) and Mr. Alfie MacLeod (MLA Cape Breton West). Also in attendance 122 resident taxpayers.
- February 3, 2011 Executive Meeting on developing a web site for communication and education.
- February 15, 2011 Executive Meeting Discuss Old and New Business.
- February 22, 2011 Executive Meeting - Brainstorm the CAP Review 2010 Municipal Discussion Sessions Summary Report.
- March 3, 2011 Meeting with Minister John MacDonell (Service Nova Scotia and Municipal Relations) to voice our concerns about the Removal of the CAP. Jerry Gillis and Allan Farrell of CBRM PTA provided the Minister a power point presentation outlining the rationale for retention of the CAP pending the development and adoption of a fairer, more effective and uniform property tax structure.
- March 26, 2011 Web site up and active, but not yet fully populated.
- April 5, 2011 Jerry Gillis and Allan Farrell of CBRM PTA attended CBRM Council Meeting to observe a presentation on Provincial Assessment Cap. Both Jerry and Allan were disappointed with the one sided nature of the arguments.
- April 11, 2011 - Executive Meeting Discuss Old and New Business.
- April 28, 2011 Executive Meeting Data sharing with Property Valuation Services Corporation Reps. Very Proactive Meeting.
- May 1. 2011 General Meeting at the Community Recreation Hall, Marion Bridge. In attendance were 125 resident taxpayers, many of whom attended their first meeting.
- May 3, 2011 Executive Meeting Discuss Old and New Business.
- May 24, 2011 Review power point presentation for our town hall meeting in New Waterford.
- May 25, 2011 General Meeting at the Army, Navy and Air Force Hall in New Waterford.
- June 22, 2011 - General Meeting at the Royal Canadian Legion in Florence.
- July 17, 2011 Press Release (Property taxpayers could be in for a shock).
- August 30, 2011 Executive Meeting Discuss Old and New Business.
- September 6, 2011 Executive Meeting Discuss Old and New Business.
- September 12, 2011 Boundary presentation to NSURB.
- September 14, 2011 Executive Meeting Discuss Old and New Business.
