An executive meeting of the CBRM Property Taxpayers Association took place Thursday February 3, 2011 at Saint Margaret’s Community Hall, Grand Mira South. In attendance: Francis Gillis – Joe Gillis – Dan Gillis – Jerry Gillis – Harry Huntington – Allan Farrell Absent: Bob Richards – Barry Macdonald Calling of Meeting to Order Mr. Joe Gillis Called the meeting to order at 2:15 p.m. Agenda Old Business New Business Old Business: Our general meeting that took place on Sunday January 30, 2011 was deemed a great success. Our attendance was down a bit, but the interesting aspect, we saw a lot of new faces. That’s positive. We still have to find ways in order to achieve greater participation. An other area that we recognized was lack of education on the CAP Assessment Program. As stated our Chairman Francis Gillis will be on vacation for eight weeks. Joe Gillis our co chair will act as chairman until Francis returns. Donations taken in from our meeting January 30, 2011 totaled two hundred and twenty one dollars. Francis to get in touch with the mayor and our district councillor in regards to our next general meeting (proposed meeting date and place). (Awaiting response from Mayor) It must also be stated that it was very encouraging by the audience to witness the remarks made by Mr. Kevin Stacey, Mr. Alfie McLeod, and Councilor Kim Desveaux. Joe Gillis to e mail Ms. Walsh (CBRM director of finance) for outstanding data that was promised. (Action… awaiting response) New Business: “Innovation in Progress” Web Page – After some discussion it was strongly recommended that we develop a web page for our Association for communication and education. Francis to get touch with Bruce and Anne Hennessey to see if they are interested in heading up this project. To add this in our tool box would greatly improve our ability to communicate internally and externally. I was just informed this date that the Hennessey’s have accepted this project. I’m sure with thier experience in this field, it will be a huge success for the Association. The executive has identified two potential models for replacement of the current Market Value system. Project leaders will gather data for presentation to the Executive by February 17, 2011. It is hoped that one of these will have sufficient merit as a replacement forthe current CAP program. Listed as follows- The Three Models Jerry Gillis – Replacement Cost Model Dan Gillis – Municipal Service Tax Model Doug Peach – Current CAP Program- Project leader to identify weaknesses in the existing system and to recommend changes that would make this system more palatable. Joe Gillis to get in touch with Kevin Lacey in regards to attending our next general meeting. Adjournment There being no further business to discuss the meeting was adjourned at 3:00 P.M.
