The CBRM Property Taxpayers Association
A meeting of the Board of Directors of the Cape Breton Regional Property Taxpayers Association convened on Monday January 17, 2011, in Saint Margaret’s Community Hall, Grand Mira South. The following Board members were present:
Francis Gillis – Allan Farrell – Jerry Gillis – Robert Richards – Harold Huntington – Donald Gillis – Dan Hansen – Barry Macdonald – Joseph Gillis.
Absent: Jimmie Gillis – Doug Peach- Mrs. Josephine Kennedy.
Calling of Meeting to Order
Chairman Francis Gillis called the meeting to order at 2:00 p.m.

Business Arising from the Minutes
Joseph Gillis gave an overview on Memorandum of Association for Cape Breton Regional Municipality Property Taxpayers Association.
The object of the association is: to work with Municipal Provincial Governments including the Union Of Nova Scotia Municipalities to find a mutually agreeable resolution towards removing the Capped Assessment Program (CAP) and replacing it with a fair, equitable and uniform property tax program. Joseph to make amendments in regards to changes. The board agreed that no board member may participate while seeking political office as this may result in a conflict of interest.
Joseph Gillis to communicate the above language to Mrs. Josephine Kennedy
Creation of (3) Board Members and (4) Executive Members
The Executive positions shall be as follows
Chairman – Francis Gillis
Co – Chair – Joseph Gillis
Secretary – Allan Farrell
Treasure – Doug Peach
The Board Members shall be as follows
The board will represent all affected by the CAP. We will decide amongst us who will make up the Executive of those listed above plus 3 Board Directors. The other members may be members at large or assigned projects for which they will make representation to the Executive.
Motion that Board Members and Executive Members Total Seven Chairs

The above positions are to be voted on at our next General Meeting
Grant Money
Committee to be formed to investigate any Government Grants that are available to our association. Also to look into membership and any other means of fundraising.
New Ideas (Municipality Taxation)
Committee made up to investigate any new ideas in regards to taxation that could replace the Cap with a fair, equitable and uniform property tax program. The committee heads shall be Donald J. Gillis and Dan Hansen. It is recommended that we look for any universities, schools of business, and any other types of taxation studies for support.
Cape Breton Regional Municipality Council Meeting January 18, 2011
Our Chairman Francis Gillis will put forth a presentation to Councilors, The Mayor, and attending guests on why the Cap Assessment Program shouldn’t be removed.
General
December 13, 2010 – Some members attended a Presentation put forth on Cap Assessment Program by Billy Joe MacLean (President) and Lyle Goldberg (Policy Analyst) from UNSM.
December 17, 2010 – Some members attended a roundtable meeting with Mayor Morgan (CBRM) on Cap Assessment Program.
Next Meeting
General Meeting will take place Sunday January 30, 2011 at Saint Margaret’s Community Hall @ 2:00 p.m. Communication- CB Post- Church Bulletins – Word of Mouth.
